The Nine Elements of Organizational Capacity framework was developed by Rockwell Fund in partnership with the funders and ministries participating in a pilot program that resulted in the Alliance of Community Assistance Ministries (ACAM).

We assess the potential of prospective grantees to carry out their programs through these Nine Elements, which were developed to allow organizations to take a comprehensive approach to gauging organizational capacity and guiding capacity building efforts.
